{"id":22218,"date":"2021-12-20T10:47:22","date_gmt":"2021-12-20T15:47:22","guid":{"rendered":"https:\/\/www.leaf.ca\/?post_type=news&#038;p=22218"},"modified":"2022-02-02T13:59:27","modified_gmt":"2022-02-02T18:59:27","slug":"leaf-and-the-citizen-lab-make-joint-submission-on-toronto-police-use-of-ai-policy","status":"publish","type":"news","link":"https:\/\/www.leaf.ca\/fr\/news\/leaf-and-the-citizen-lab-make-joint-submission-on-toronto-police-use-of-ai-policy\/","title":{"rendered":"LEAF and The Citizen Lab Make Joint Submission on Toronto Police Use of AI Policy"},"content":{"rendered":"\n<p><strong>December 20, 2021 <\/strong>\u2013 The Women\u2019s Legal Education and Action Fund (LEAF), in collaboration with several Citizen Lab Fellows and Senior Research Associate Christopher Parsons, has made <a href=\"https:\/\/www.leaf.ca\/wp-content\/uploads\/2021\/12\/TPSB_Public_Consultation_-_AI_Technologies_Policy_-_Dec_15_2021_Submission.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a joint submission<\/a> to the Toronto Police Services Board&rsquo;s (TPSB) public consultation on its draft policy concerning police use of artificial intelligence (AI) technologies. <\/p>\n\n\n\n<p>The submission, written by Suzie Dunn, Kristen Thomasen, and Kate Robertson, urges the Board to centre precaution, substantive equality, human rights, privacy protections, transparency, and accountability in its policy.<\/p>\n\n\n\n<p>When developing and implementing this policy and making decisions about the use of AI by the Toronto Police Service today and into the future, the authors and LEAF implore the TPSB to continue to seek out the guidance and expertise of:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>AI and technology scholars and advocates; <\/li><li>equality and human rights experts; <\/li><li>affected communities and their members, including historically marginalized communities; and <\/li><li>other relevant stakeholders.<\/li><\/ol>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The submission calls for proactive and ongoing identification and mitigation of risk arising from the use of AI systems by police. The submission also recommends that the Board place an immediate moratorium on law enforcement use of algorithmic policing technologies that do not meet minimum prerequisite conditions of reliability, necessity, and proportionality.<\/p>\n\n\n\n<p>This joint submission was written and reviewed by a group of experts in the legal regulation of AI, technology-facilitated violence, equality, and the use of AI systems by law enforcement in Canada.
