This report examines Canada’s gender-based violence (GBV) epidemic, Canada’s obligations to solve the crisis, why an independent federal accountability mechanism for GBV is needed, and what that mechanism would need to look like to be effective.
The report is part of LEAF’s Accountability Project, which looked at how to hold governments accountable for taking steps to end gender-based violence in Canada.
The report calls on the federal government to create a Gender-Based Violence Commissioner with the independence, powers, and persuasive role necessary to create systemic change both in government and in community.
Critically, the Commissioner must not be remote from the grassroots and marginalized communities who both craft and implement solutions to gender-based violence. Affected communities are the source of expertise, best practices, and leadership.
